Federal Home Loan Bank
The Federal Home Loan Bank is a cooperatively owned wholesale bank created by the Federal Home Loan Bank Act that supports housing and economic development in the communities served by its Borrowers in its five-state district. The Bank’s district includes Arkansas, Louisiana, Mississippi, New Mexico, and Texas.
The Bank supports urban and rural housing, small business, small agri-business, community lending, and community development needs in its district through its Borrowers. By statute, the Bank returns 10 percent of its profits each year to the communities served by Borrowers in the form of AHP advances and grants to support community development and single and multi-family housing for very low to moderate income families and first-time homebuyers.

Community Investment Projects
At the Federal Home Loan Bank, we have twelve programs that individuals can apply for grants. Our Community Investment programs help our members and their communities thrive. FHLB Dallas offers specialized subsidy and advance programs to assist our members in financing affordable housing and economic development in the communities they serve.

Making Affordable Housing Attainable
With the new maximum of $2 million per project for the Affordable Housing Program, FHLB Dallas works with member institutions to close the financing gap for affordable housing developments.
Homeownership in Reach
FHLB Dallas allocated $15.5 million for the Homebuyer Equity Leverage Partnership (HELP), a program in which first-time homebuyers can receive up to $20,000 for down payment assistance and closing costs through our members.

$10K Grant from Arvest Bank and FHLB Dallas Helps National Guard Veteran
U.S. military veteran Angelia Shaw dedicated 39 years of her life to the National Guard. Her time in the service included spending more than four years at Camp Robinson in North Little Rock, Arkansas, organizing the safe homecoming of injured soldiers.
$253K Awarded to Rebuilding Together New Orleans to Support Disaster Recovery Efforts
Hancock Whitney Bank and FHLB Dallas awarded more than $253,000 to Rebuilding Together New Orleans. The funds will be used rehabilitate and strengthen communities impacted by Hurricane Ida.

First-Time Homebuyer Receives $15K in Down Payment Assistance
Julisa Jones achieved a milestone this year. She purchased her first home, thanks in part to $15,000 in down payment assistance from Trustmark National Bank (Trustmark) and the Federal Home Loan Bank of Dallas (FHLB Dallas).

First National Bank Texas (FNBT) and the Federal Home Loan Bank of Dallas (FHLB Dallas) presented $72,000 to the Dallas Area Habitat for Humanity in a ceremonial check presentation.
2023 PGP RECIPIENTS
In 2023, FHLB Dallas awarded $400,000 in PGP funds and members contributed $157,250 for a total contribution of $557,250 to 43 CBOs.
