Register for the PPP as Collateral Webinar Today!

The Federal Home Loan Bank of Dallas (FHLB Dallas) is now accepting Small Business Administration (SBA) Paycheck Protection Program (PPP) loans as collateral. The PPP initially authorized up to $349 billion in forgivable loans on April 3 to small businesses to pay their employees during the COVID-19 crisis and added a $320 billion second round of funding on April 27.

Please plan to attend a members-only webinar at 2:00 p.m. CT on Thursday, May 14, to further discuss the process and requirements associated with pledging PPP loans to FHLB Dallas. There will be an opportunity for Q&A at the end of the webinar.

In response to the COVID-19 pandemic, the Federal Home Loan Bank of Dallas is making available special advance and grant programs under its COVID-19 Relief Program. 


Partnership Grant Program Webinar

FHLB Dallas has expanded the current Partnership Grant Program to provide $2.3 million in funds and a 5:1 match on member contributions to offer grants up to $30,000 to support community-based organization (CBOs) involved in supplying affordable housing, stimulating small business development or providing small business technical assistance.

The Federal Home Loan Bank of Dallas (FHLB Dallas) Board of Directors has authorized a reduced activity-based capital stock investment requirement of 2 percent (down from 4.1 percent) on advances that are funded from April 1, 2020 through December 31, 2020, up to a total of $5 billion.

About the Programs

HELP:
HELP provides grants through member institutions for income-qualified (80 percent or less of area median income), first-time homebuyers. Funding will be available on a first-come, first-served basis beginning January 2, 2020 until funds are exhausted.

SNAP:
SNAP provides grants through member institutions for the rehabilitation of owner-occupied homes where the household is not only income-qualified (80 percent or less of area median income), but also contains a qualified special-needs household member. The 2020 SNAP applications will be accepted beginning January 14, 2020 through January 16, 2020 at 5:00 p.m. CT. However, SNAP funding will no longer be offered on a first-come, first-served basis.
