Formerly Heirs' Property Program


Program Overview

In today’s competitive housing market, it’s more important than ever for families to have a clear title as it can impact the ability to sell or pass down their property to their heirs. Not having a clear title may also prohibit a homeowner’s ability to use the property as collateral to qualify for loans or government assistance and could impact qualifications for a homestead exemption. FHLB Dallas offers the Pathway Fund to help organizations with initiatives that prevent or address heirs’ property issues. 

The Pathway Fund is only available through FHLB Dallas members. This program:

  • Provides grants to members through organizations currently participating in initiatives that help prevent or address heirs’ property issues
  • Up to $150,000 available per organization to remediate heirs’ property issues by helping families resolve title and ownership issues on property that has been inherited without a will or legal documentation of ownership
  • Up to $25,000 available per organization to prevent heirs’ property issues through education and will preparation services
  • Recipients must be in FHLB Dallas’ five-state District of Arkansas, Louisiana, Mississippi, New Mexico or Texas
  • All funds are disbursed through an FHLB Dallas member institution

As property is passed down, each successive generation generally results in more heirs being added to the inheritance. The absence of a deed or will can become more complicated as time passes. The inability to provide clear title can make it very difficult for families to transfer or obtain loans on the impacted property.

Note: FHLB Dallas’ Heirs’ Property Program was rebranded to the Pathway Fund in 2025. Funds may only be accessed through a member institution. FHLB Dallas does not provide funds directly to consumers.

We'd love to hear from you! Tell us if you've been a recipient of funds from an FHLB Dallas program.

Requests for a Pathway Fund award may range up to $150,000 per organization depending on the use of the award, projected outcomes and experience in addressing heirs’ property related issues.
 

Member Requirements

Applicants must be FHLB Dallas members. 

Co-applicants must meet the following requirements:  

  • Provide organizational documents on its existence such as a copy of the IRS determination letter or government authorization 
  • Be active participants in initiatives that help prevent or address heirs’ property issues 
  • Be located within the FHLB Dallas District of Arkansas, Louisiana, Mississippi, New Mexico or Texas 
  • ​Spend the funds within one year 

Organizations with experience remediating heirs’ property issues, may request up to $150,000 through a sponsoring member.  

The organization must submit documentation that includes: 

  • Recent heirs’ property remediation 
  • Years of remediation experience, related staff and their experience in property remediation 
  • The number of properties that have cleared their titles through the organization’s support over the last two years for each year
  • The expected remediation’s impact thanks to the FHLB Dallas grant

For those organizations that have provided preventative education and awareness regarding heirs’ property issues, the member may request up to $25,000 per organization.  

The organization should submit the following: 

  • Evidence of curriculum or documents used to provide education regarding these issues 
  • Years of heirs’ property education experience, related staff and their experience in this area 
  • Documentation on the number of individuals who have completed training on heirs' property financial literacy per year over the past two years 
  • If applicable, include the number of individuals who have executed a will or a similar deed document per year over the past two years 
  • The expected impact to be accomplished with the grant  

Each Pathway Fund awardee will be required to submit a report to FHLB Dallas within a year of receiving funding on how the grant funds were used to fulfill the goals identified in the application. 
 

Eligibility for awards in future years will depend on past performance. 

How To Apply 

  • Apply between September 2 and September 25, 2025
  • Download and complete the application and email to: heirs@fhlb.com 
  • Member institutions should submit the application, not the organization receiving the funds 

Awardee Requirements

Each Pathway Fund awardee will be required to report specific information about how the grant funds were used to fulfill the goals identified in the application. This report, once completed, will be sent to FHLB Dallas within a year after the award. Eligibility for awards in future years will depend on past performance.
