How a Small Business Boost from FHLB Dallas Can Foster Economic Development

Learn How the Program Works and How Two Businesses Used it to Succeed

The Small Business Boost program from the Federal Home Loan Bank of Dallas (FHLB Dallas) is helping entrepreneurs and small business owners overcome critical funding gaps as they form and grow.

By offering additional financing alongside an FHLB Dallas member’s primary loan, the SBB helps small business owners secure the funds they need to launch, buy equipment, acquire property or address other business expenses.

This funding is only available through participating FHLB Dallas member institutions.

FHLB Dallas allocated $4 million for the program this year.

Here are the program’s highlights:

  • The program helps fill the gap between the amount the lender can finance and the amount requested by the borrower when the borrower lacks equity, traditional collateral or experiences a shortfall after appraisal
  • SBB funding provides up to $125,000 or 50 percent of the member’s loan amount, whichever is less
  • As business owners pay back the loans, the funds are recycled back into the program to be reinvested in other small businesses which can create more jobs over time

Reimagining a Beloved Boutique in Waynesboro, Mississippi

In Waynesboro, Mississippi, longtime resident Shannan Bishop saw potential in a local boutique that was up for sale. With First State Bank introducing her to the SBB, she closed the down payment gap, purchased the business, updated its products and reopened it with a fresh identity as The Wild Bleu Boutique.

First State Bank Assistant Vice President Ty Sharp said the SBB was instrumental in delivering the capital needed to purchase the business.

Room to Grow in Silver City, New Mexico
When demand for mental health services outpaced their space in Silver City, New Mexico, Christina and Jason Solberg of Inspire Psychiatry Services sought a larger location.

Western Bank Vice President Leslie Bush identified an opportunity to pair bank financing with the Small Business Boost to cover down payment and closing costs on a former insurance office that fit the practice’s rapid growth.

Western Bank provided a loan, and the SBB provided $97,500 in additional financing that made the purchase possible. “It was a miracle for us and all of our clients,” Ms. Solberg said.

How to Tap into the SBB
In 2025, FHLB Dallas disbursed $3.96 million in SBB funds to help member financial institutions support small businesses across the region.
