Introducing the $10 Million FHLB Dallas FORTIFIED Fund Rental Program
As a result of the high utilization of the Federal Home Loan Bank of Dallas’ (Bank) FHLB Dallas FORTIFIED Fund which, to date, has provided grants for storm-resistant roofs to income-qualified homeowners, the Bank is pleased to announce the addition of a new rental component. Under the FHLB Dallas FORTIFIED Fund Rental Program, the Bank will provide grants for FORTIFIED-standard roof upgrades at public housing authority (PHA)-owned rental properties, helping to further protect communities during severe weather events.
Program Overview- Total Funding: $10 million available
- Grant Amount: Up to $1 million per project
- No member caps
- Property must be in Arkansas, Louisiana, Mississippi, New Mexico or Texas
- Property must be located in a Federal Emergency Management Agency (FEMA)-declared very high-, relatively high- or moderately high-risk county for hurricanes, hail, tornadoes or strong winds, based on FEMA’s Risk Index for hurricanes, hail, tornadoes or strong winds
- Property must be owned by a state-chartered PHA or PHA-owned nonprofit
- Member financial institutions may submit applications on behalf of PHAs
- Email applications to fortifiedfund@fhlb.com
- Applications must be submitted by an employee of a member institution
- Application window will be open from 8:00 a.m. CT on Monday, July 21, 2025 through 5:00 p.m. CT on Friday, September 5, 2025
- The Bank will review applications and award grants in the months following the application window based on scoring criteria found on fhlb.com
