Expanded Criteria for Housing Assistance for Veterans Program (HAVEN)

The Federal Home Loan Bank of Dallas (Bank) is pleased to inform members of recent changes to the Housing Assistance for Veterans (HAVEN) program, including higher grant awards and more flexible qualification criteria.

The HAVEN program helps fund home modifications and repairs for United States veterans, active-duty, reserve and national guard service members who became disabled as a result of their military service since September 11, 2001 (9/11), and Gold Star family members whose immediate family member died as a result of military service since 9/11. Home modifications can include the installation of grab bars, ramps, door widening, and lowering of countertops, among others. However, repairs do not have to relate directly to a disability.

In 2019, the Bank is offering $300,000 in HAVEN funds through member institutions. See the chart below for key changes to the HAVEN program.
 

Previously Now
  • Up to $7,500 per household on a first-come, first-served basis until funds are exhausted or December 31
  • Up to $10,000 per household on a first-come, first served basis until funds are exhausted or December 31
  • The recipient must have received one of the following medals: Afghanistan Campaign, Iraq Campaign, Global War on Terrorism, Expeditionary, Global War on Terrorism Service, Purple Heart or higher award
  • No medals necessary. The recipient must: (1) be an occupant of a household and (2) be deemed disabled by the Veteran's Administration, a branch of the U.S. military, the Federal government or other acceptable source

    Alternatively, Gold Star families may qualify if their immediate family member died as a result of military service since 9/11
  • Households must have a family income of 125 percent or less of the average median income for the area
  • Households must have a family income of 165 percent or less of the average median income for the area
  • $350 member contribution to receive the maximum grant award
  • No member contribution required
  • Properties must be located in Arkansas, Louisiana, Mississippi, New Mexico or Texas
  • Properties may be located anywhere in the U.S.


Uses:

  • Necessary modifications or repairs to a primary residence
  • Offset of construction costs for a newly constructed home to meet the needs of the veteran or service member
  • Funding third-party inspection costs, up to the lesser of 15 percent of the total modification cost or $500

    Additional HAVEN Requirements
  • The grant recipient may adapt/repair a home that they or a family member plans to purchase and in which the grant recipient intends to reside
  • The grant recipient may adapt/repair a home that they or a family member already owns and in which the grant recipient intends to reside
  • The member will pass on the full amount of the HAVEN funds as a grant to benefit the household for which the HAVEN funds were approved
