Housing Assistance for Veterans

Housing Assistance for Veterans (HAVEN) funds assist with necessary modifications to homes of U.S. veterans and active-duty, reserve or national guard service members who became disabled by as a result of their military service since September 11, 2001. Alternatively, the funds can be awarded to Gold Star Families that were impacted during this time frame for home repairs/rehabilitation. HAVEN funds are available until the funds are exhausted or until December 31,
2020, whichever occurs first. The funds are disbursed on a first-come, first-served, homeowner-by-homeowner basis.

HAVEN Program funds may be used to:

  • Modify an existing home to meet the needs of a U.S. veteran or service member.
  • Offset construction costs of a newly constructed home.
  • Pay for a third-party inspection, up to the lesser of 15 percent of the total modification cost or $500.
Up to $10,000 will be granted toward the modification/rehabilitation of a qualifying property located anywhere in the United States.

Housing Assistance for Veterans (HAVEN) Program Requirements

To qualify for the Housing Assistance to Veterans program, households must have an occupant who was disabled as a result of active military service or be a Gold Star Family since September 11, 2001.

 Additional HAVEN Program Requirements

  • Households must have a family income of 165 percent or less of the area median income. 
  • The grant recipient may adapt a home that they or a family member plans to purchase and in which they intend to reside..
  • The grant recipient may adapt a home that they or a family member already owns and in which they intend to reside.
  • If a home is being newly constructed and adapted to meet the needs of the veteran or service member, HAVEN funds may be used to offset new construction costs.
  • The FHLB Dallas member will pass on the full amount of the HAVEN funds as a grant to benefit the household for which the HAVEN funds were approved.
  • The FHLB Dallas member is required to obtain verification of the completed modification within 60 days of funding if a signed cost estimate was utilized to disburse the funds. If HAVEN funds are used for new construction, evidence of the total construction cost is required.
  • Households may not receive any cash back from the modification.


​Housing Assistance for Veterans (HAVEN) Application Process

FHLB Dallas distributes Housing Assistance for Veterans grants through its members (not directly to consumers) on a first-come, first-served basis until funds are exhausted.

How to Apply

  1. FHLB Dallas members:  Download and read the HAVEN Funding Manual for important information about the program.
  2. Print all application forms from the HAVEN funding manual.
  3. Fill out and sign the application forms.
