Relief Programs for Arkansas and Mississippi Counties Impacted by Spring Storms

The Federal Home Loan Bank of Dallas (Bank) has activated its Disaster Relief Program (DRP) in response to the damage caused by tornadoes and severe weather that occurred in Arkansas and Mississippi on March 14 and 15, 2025 as well as storms, severe weather and flooding that occurred in Arkansas during the period from April 2 through April 22, 2025. The Bank’s Disaster Rebuilding Assistance (DRA) grant program will also be available.

  • DRP makes subsidized advances available to members to assist individuals and families whose homes or businesses were damaged or destroyed by a disaster event
  • Funds are priced below the Bank’s regular Community Investment Program rates. DRP advances are available today through December 4, 2025
  • Income eligibility limits are expanded to 165 percent of the area median income
  • Advance terms range from 3 months to 40 years

The following Arkansas counties are eligible for assistance related to the severe storms and tornadoes that occurred on March 14 and 15:
  • Greene
  • Hot Spring
  • Independence
  • Izard
  • Jackson
  • Lawrence
  • Randolph
  • Sharp
  • Stone
The following Mississippi counties are eligible for assistance related to the severe storms, straight-line winds, tornadoes and flooding that occurred on March 14 and 15:
  • Covington
  • Grenada
  • Issaquena
  • Itawamba
  • Jefferson Davis
  • Leflore
  • Marion
  • Montgomery
  • Pike
  • Smith
  • Walthall
Due to the ongoing nature of the March 2025 disaster, additional counties may be added in Arkansas or Mississippi. Check the Arkansas disaster page and the Mississippi disaster page for updates.

The following Arkansas counties are eligible for assistance related to severe storms, tornadoes and flooding that occurred during the period from April 2 through April 22:

  • Crittenden

  • Jackson
  • Miller
  • Ouachita
  • Pulaski
  • Randolph
  • Saline
  • Sharp
  • St. Francis
  • White
Due to the ongoing nature of the April 2025 disaster, additional counties may be added. Check the FEMA disaster declaration for updates.

The DRA program provides funds for the repair and rehabilitation of affected owner-occupied housing in federally declared disaster areas. The Bank will make $2 million in DRA funds available beginning September 2, 2025.
