Federal Home Loan Bank of Dallas Allocates Additional $5 Million to Homebuyer Equity Leverage Partnership (HELP)

The Federal Home Loan Bank of Dallas (Bank) is pleased to announce that it will add $5 million to the previously allocated $17 million in HELP funds due to member demand and rising house prices.

The Bank initially allocated $17 million for 2025 to HELP, an increase from $15.5 million last year, but three-fourths of the grant funds have already been depleted.

HELP is available to members to assist first-time homebuyers with down payment and closing cost expenses, with grants of up to $20,000 per applicant in Arkansas, Louisiana and Mississippi, and grants up to $25,000 per homebuyer in New Mexico and Texas.

FHLB Dallas members may begin accessing funds on the following dates:

  • $2.5 million on July 1, 2025
  • $4.25 million on August 1, 2025 (The remainder of the original 2025 allocation)
  • $2.5 million on October 1, 2025

The member cap will remain at $850,000 for 2025 with up to half of the cap available for out-of-District properties.

Members that wish to participate in HELP must complete a one-time enrollment application and subsidy agreement. Please email ahp@fhlb.com for the AdobeSign application. Funds are disbursed to your institution once an application is approved and your homebuyer has or is preparing to close.
