Rebuilding Stronger as the Storm Season Unfolds
Our five-state District of Arkansas, Louisiana, Mississippi, New Mexico and Texas is home to hurricanes, tornadoes, flooding and wildfires. In other words, it’s a District where the perfect storm could be brewing.
Our DRA program provides grants for the repair, rehabilitation and reconstruction of owner-occupied homes affected by a disaster event in a Federal Emergency Management Agency (FEMA) disaster area located within FHLB Dallas’ District.
Homeowners may apply for DRA grants through participating FHLB Dallas member institutions. FHLB Dallas doesn’t work directly with consumers, so our member institutions will guide eligible households through the process of applying for a grant if they meet eligibility requirements. Households must have a family income of 80 percent or less of their area’s median income.
Community First
Home Bank is one of several FHLB Dallas members that have been active in securing and disbursing DRA grants to homeowners.
Since 2023, Lafayette, Louisiana-based Home Bank has disbursed $835,845 in DRA funds to assist 66 homeowners.
"It can take many years for families to recover financially and emotionally from a natural disaster like a hurricane,” said Home Bank Director of Community Development Kelvin Luster. “Some never do recover. That’s why these funds from FHLB Dallas are so vital. They make recovery possible.”
How to Apply
If you are a homeowner in need of assistance, or a member institution who could leverage this assistance, please see fhlb.com for more information. For 2026, FHLB Dallas has allocated $3.5 million to the DRA program.
Funding is released in two offerings, with the next offering opening on August 3. Any funds remaining from the first offering will carry over to the second. FHLB Dallas members may apply through November 15, 2026, or until funds are exhausted.
