2026 Federal Home Loan Bank of Dallas Director Election Results

The Federal Home Loan Bank of Dallas (Bank) is pleased to announce the results of the 2026 election for four positions on the Bank’s Board of Directors (Board), which consisted of one member director seat in Mississippi, one member director seat in New Mexico and two independent director seats. Each seat has a four-year term commencing January 1, 2027 and expiring December 31, 2030. There were no member director seats to be filled this year for Arkansas, Louisiana or Texas.

Max S. Yates, Director at BankPlus in Ridgeland, Mississippi, was elected as a member director representing Mississippi. He will fill the outgoing seat of A. Fred Miller Jr., Director of Hope Enterprise Corporation in Jackson, Mississippi. Christopher G. Palmer, Director, President and CEO of Pioneer Bank in Roswell, New Mexico, was re-elected as a member director representing New Mexico. Mr. Yates and Mr. Palmer were the sole nominees for the member directorships representing the states of Mississippi and New Mexico, respectively. Such nominees were deemed elected without further action and therefore members were not required to cast votes for those positions. Austin, Texas-based incumbent Lorraine Palacios, Senior Managing Director and Co-Head of Public Finance for Samuel A. Ramirez & Co., Inc., was re-elected to a public interest independent director seat. James D. Goudge was elected to an independent director seat. Mr. Goudge retired as Chief Executive Officer of Broadway National Bank, a member of the Bank, in San Antonio, Texas, in 2016 and as Chairman of its board of directors in 2019. Subsequent to his retirement, he continued to serve Broadway National Bank as an Executive Vice President and consultant to its Chief Executive Officer until early 2026.

The total number of votes eligible to be cast in the independent director election was 7,446,920, of which 158 member institutions cast a total of 1,948,694 votes for Mr. Goudge and 141 member institutions cast a total of 1,701,243 votes for Ms. Palacios.
