Supporting State HFAs in their educational efforts


Program Overview

State Housing Finance Agencies (HFAs) provide critical support to homeowners and homebuyers through educational resources that promote responsible homeownership.

FHLB Dallas' State HFA Grant Program provides support directly to State HFAs in the FHLB Dallas District through grants of up to $100,000. Funds may be used to support housing counseling services, enhance educational resources, market education or other similar uses approved by FHLB Dallas.

Available funds as of 2026: $600,000

State HFAs may apply from March 2 through March 20, 2026.


Applications must be submitted via AdobeSign by the State Housing Finance Agencies. Eligible State HFA Grant Program applicants can reach out to the FHLB Dallas Community Investment department (AHP@fhlb.com) to apply.
 

Eligibility Criteria:

To qualify for the program, the State HFA must be:

  • Located in the FHLB Dallas District of Arkansas, Louisiana, Mississippi, New Mexico or Texas
  • Providing homebuyer or homeowner education/counseling services to residents of their respective states

Eligible Use of Funds:

State HFA Grant Program funds must be used to support educational and counseling efforts related to homeownership. Examples of activities include:

  • The support of housing counseling through subsidizing counseling costs, hiring counselors, supporting loss-mitigation counseling, provide scholarships/training to support counselors or sponsor counseling services
  • Enhance educational resources through updates to existing resources or the creation of new resources
  • Raising awareness of education and counseling services provided by State HFAs
  • Additional uses may be approved by FHLB Dallas based on the anticipated impacts on homeowner/homebuyer education and counseling

Applying for the State HFA Grant Program

The 2026 State HFA Grant Program will be available from March 2 through March 20, 2026. Eligible applicants can request an application to be sent via AdobeSign. Requests for applications can be sent to AHP@fhlb.com.
