FHLBank of Dallas Appoints 2008 Advisory Council Members DALLAS, TEXAS, January 2, 2008– The Federal Home Loan Bank of Dallas (Bank)
today announced the appointment of Cassie Hicks, Mark Allison and James
Hargrove as new members of the Bank’s Advisory Council. Darryl Swinton has been
reappointed as a member of the Advisory Council. Other members include L.
Lee Jones, Carrie Curet, Phillip Eide, Dianne Bolen, Mary Ann Chavez, Jay Czar,
Jane Provo, Shari Flynn and Judy Loden. The Advisory Council is comprised of 14 representatives from state,
community and nonprofit organizations who advise the Bank’s Board of Directors
on affordable housing and economic development issues. The new three-year
appointment terms begin January 1, 2008. New Appointed Members - Ms. Hicks is coordinator of housing initiatives for the University of
Southern Mississippi’s Institute for Disability Studies, where she works with
the institute’s six housing initiatives to help advance home ownership rates in
Mississippi. Ms. Hicks also is a member of the BancorpSouth Community Advisory
Board, Hattiesburg Women’s Forum and the United Way Funds Distribution
Committee.
- Mr. Allison is executive director of the Supportive Housing Coalition of
New Mexico, where he oversees an array of supportive housing projects for the
affordable housing development organization. Prior to his position with the
Supportive Housing Coalition, Mr. Allison was deputy director of St. Martin’s
Hospitality Center in Albuquerque, New Mexico. Mr. Allison also serves as
chairman of the New Mexico Housing Advisory Committee. He previously served as
president of the Albuquerque Affordable Housing Coalition, and on the board of
the Albuquerque Alliance to End Homelessness.
- Mr. Hargrove is president and CEO of the Housing Authority of the City of
Austin, which administers two Department of Housing and Urban Development
contracts – a Section 8 Housing Assistance Payment program, and the creation of
a nonprofit subsidiary, Southwest Housing Compliance Corp. Mr. Hargrove also
serves as secretary of the Austin Community College Foundation Board. He is
past president of the Texas Chapter of the National Association of Housing and
Redevelopment Officials. Prior to his work in the public housing sector, Mr.
Hargrove spent 20 years in the U.S. Marine Corps.
Reappointed Member - Mr. Swinton is director of housing for Black Community Developers Programs
Inc., which develops quality housing and promotes home ownership and economic
growth among low-income, underserved Arkansas residents. In addition to being
reappointed to the Advisory Council for a second term, Mr. Swinton also serves
on the Little Rock (Arkansas) Community Housing Advisory Board, the Arkansas
Land Bank Advisory Committee, and he is chairman of the Public Policy
Commission for the Arkansas Coalition of Housing & Neighborhood
Empowerment.
