FHLBank of Dallas Announces the Appointment of Five Public Interest Directors DALLAS,
TEXAS, April 13, 2007 -- The Federal Home Loan Bank of Dallas (Bank) announced
that the Federal Housing Finance Board, which regulates the 12 Federal Home
Loan Banks, has appointed five public interest directors to serve on the Bank’s
Board of Directors. The five new appointees join the three existing
public interest directors and 11 directors elected by the membership in the
Bank’s five-state District. Margo S. Scholin and Clarence G. Simmons, III
are both appointed to fill the remainder of a three year term that began on
January 1, 2006. C. Kent Conine, Willard L. Jackson, Jr., and James W.
Pate, II have been appointed to fill the remainder of a three-year term which
began on January 1, 2007. Ms. Scholin is a partner at Baker Botts L.L.P. in Houston,
Texas, and has practiced corporate, transactional and securities law at the
firm since 1983. Ms. Scholin is actively involved in several professional
and community service organizations, including serving as a board member for
the Houston Area Women’s Center and Neighborhood Centers Inc., and is
a past member of the Texas Board of Health. Ms. Scholin was named a 2005 Woman on the Move by the Texas
Executive Women and is listed in The Best Lawyers in America in
2006. Mr.
Simmons, III, is Senior Executive Vice President and Chief Financial Officer at
Thornburg Mortgage Inc. in Santa Fe, New Mexico. He has over 24 years in
the financial services industry and his experience also includes working to
fund several affordable housing projects, including a project that
rehabilitated an entire inner-city neighborhood in Rochester, New
York. Mr. Conine
is the President of Conine Residential Group in Frisco, Texas, and since 1981
has been responsible for the construction, management and development of more
than 4,500 apartment units and the development of several residential
communities. Mr. Conine is involved in numerous community and
professional organizations, including serving as vice chairman of the board of
the Texas Department of Housing and Community Affairs and also serves on the
National Conference of State Housing Boards. Mr. Jackson
is the founder and CEO of Metroplex Industries in Houston, Texas, and has over
20 years of professional experience. He is an active community leader, serving
diligently and working closely with many civic committees and service boards,
including serving as a board member for Dominion Community Development
Corporation Advisory Committee and the African Americans for Economic
Empowerment. Mr. Jackson previously served as an appointed director of
the Bank from 2002 to 2004. Mr. Pate is the
Executive Director for the New Orleans Area Habitat for Humanity. During
his tenure he has routinely achieved $1 million in annual fund-raising and
development. Mr. Pate established the first formal prison chapter of Habitat
for Humanity, the Hutchins State Jail Chapter. The Prison Partnership Program
is now a nationwide initiative for Habitat for Humanity. He has over 14 years
experience working for the Habitat for Humanity organization and resides in New
Orleans, Louisiana. The Federal Home
