Who We Are
The Federal Home Loan Bank of Dallas (Bank), established in 1932, is a $65.1 billion wholesale bank that provides readily available funding (through loans known as advances) and other credit products to more than 900 member financial institutions. 

We have a cooperative structure in which each member financial institution owns stock in the Bank. Members include commercial banks, savings institutions, credit unions and insurance companies in the states of Arkansas, Louisiana, Mississippi, New Mexico and Texas. 

We are one of 12 regional Federal Home Loan Banks that comprise the Federal Home Loan Bank System (System).

How We Are Regulated
The Federal Housing Finance Agency (FHFA) regulates the Federal Home Loan Banks. Its mission is to ensure the safety and soundness of the System, their access to the capital markets and the accomplishment of their housing finance mission.

How We Serve Our Members
Bank credit products enhance the financial strength of local members. By using Bank advances to supplement deposits as a source of liquidity, members are able to make more housing, small business, rural and agricultural loans in their communities. In addition, use of Bank advances allows members to better control interest rate risk and therefore reduce the impact of interest rate volatility. This enables members to offer long term fixed rate loans to their customers.

How We Support Communities
In addition to assisting members in managing their balance sheets, the Bank offers specialized advance products and grant programs to assist them in meeting the affordable housing and economic development needs of their communities.

Since the early 80's the Bank has offered reduced rates on advances used to finance affordable housing and/or economic development. In 1990 the Bank introduced the Affordable Housing Program. Through this program, members can obtain grants to help finance affordable single family and multi-family housing for very low-, low- and moderate-income families.
