Bulletin No.: 2009-18
October 22, 2009

TO: STOCKHOLDERS

SUBJECT: Election of Directors

The Bank is pleased to announce the results of the 2009 election for seven positions on the Board of Directors – one member director seat representing the state of Arkansas, two member director seats representing the state of Texas, and three at-large seats for independent directors.  Louisiana had a sole member director candidate, so there was no election held for that state. There were no member directorships to be filled for the states of Mississippi or New Mexico this year.

Bank members re-elected Chuck Morgan to represent Arkansas.  Anthony Sciortino was re-elected as the sole candidate for Louisiana.  Julie Cripe and Mike Rigby were elected by members to represent Texas. Members at-large re-elected Kent Conine and James Pate, and elected John Salazar to serve as independent directors.  Mr. Conine, Ms. Cripe, Mr. Morgan, Mr. Pate, and Mr. Sciortino will each serve a four-year term commencing January 1, 2010 and expiring December 31, 2013.  Mr. Rigby and Mr. Salazar will each serve a two-year term commencing January 1, 2010 and expiring December 31, 2011.
